The Coalition Building Partnership Program, in partnership with the Hawaii Partnership to Prevent Underage Drinking (HPPUD), invests time and resources to address community conditions that promote substance use and enhance community conditions that buffer individuals from the consequences of alcohol, tobacco, and other drug use and abuse. The primary target group is persons ages 12 to 17 and the secondary target group is persons ages 18 to 20. This is an island-wide program.
