Child & Family Service welcomes 4 new Board of Directors Members
Child & Family Service (CFS), one of the state’s largest nonprofit organizations, has named the following to its Board of Directors: (above, L to R) Todd Apo, Scott Barber, Scott Higashi, and Emily Porter.
“We are pleased to welcome these business and community leaders to the Board,” said Michele Saito, Board Chair of CFS. “Each brings a wealth of professional expertise and business industry experience to the work of the board.”
Howard Garval, CFS President and CEO, added that “the commitment of these leaders to caring for the community as a whole will greatly support our collective efforts to strengthen families across our state.”

Todd Apo, Vice President – Community Development, The Howard Hughes Corporation
Todd Apo is vice president of Community Development for the Howard Hughes Corporation at its Ward Village development. He helps to lead the development of the 60-acre master planned community with a focus on branding the revitalization of this urban community. He is responsible for public relations, corporate citizenship, the Ward Village Foundation, as well as community and government relations.
Scott Barber, President & CEO, Hawaiian Telcom
Scott K. Barber was named President and CEO of Hawaiian Telcom in June 2015. He joined the company as Chief Operating Officer in January 2013, overseeing Sales, Marketing, Customer Service, Customer Care, Technology and Business Development. Mr. Barber has more than 30 years of experience in the telecommunications industry. Before joining Hawaiian Telcom, Mr. Barber has served as Vice President of Operations for Consolidated Communications in California, as well as . Chief Operating Officer for SureWest Communications.
Scott Higashi, President & CEO, Locations LLC
Scott Higashi is the President & CEO of Locations, Hawaii’s largest locally-owned and operated residential real estate company. Scott oversees and directs the overall strategy and operations of the company, notably the firm’s core residential brokerage operations, marketing, property management, and institutional and developer client account relationships. He is a frequent commentator on local real estate trends and research. Scott joined Locations in 2004 as the Executive Vice President of Sales.
Emily Porter, Executive Vice President – Operations & Strategy, The MacNaughton Group
Emily Reber Porter joined The MacNaughton Group in 2015 to help drive a wide variety of operational and strategic initiatives, including strategic planning and other organizational development work. She also has 15 years of legal and business experience as a judicial clerk in the United States District Court for the District of Hawaii, a litigator at the Goodsill Anderson Quinn & Stifel law firm in Hawaii and at Covington & Burling LLP in Washington, D.C., and General Counsel, Chief Administrative Officer and Vice President of Customer and Professional Operations at JustAnswer LLC.
