Therapeutic Foster Home Program

Service Description:

The Therapeutic Foster Home Programs are part of a continuum of care and designed for youth who require 24-hour care and whose needs can best be met in a planned program of small group living within a community-based setting.  Support and assistance are provided to foster positive participation in both group living and community activities.

  The Therapeutic Foster Home Programs provide intensive systems of support, sanctuary, skills training, counseling and clinical services for youth who are unable to live with their own families.

The program also offers assistance to the family in resolving problems that necessitated the youth’s placement.  The youth is prepared for discharge and reintegration into the family, when appropriate, or other less restrictive setting.

Eligibility:

Therapeutic foster children are:
  • Identified as having special issues or needs
  • School aged 6-18
  • Referred by the Department of Health
  • Does not pose an imminent threat to others
  • Is not acutely psychotic or severely developmentally disabled
  • If chemically dependent, accepts referrals for substance abuse treatment

There are no fees charged for this program.

This program is funded by the State Department of Health, Child and Adolescent Mental Health Division.

Your Rights:

As a participant in a Child and Family Service program you have the following rights:
  • The right to a humane service environment
  • The right to services free from unlawful discrimination
  • The right to be involved in your own service planning
  • The right to confidentiality except when otherwise mandated by law
  • The right to services which are least restrictive and most convenient
  • The right to file a complaint if these rights are infringed
Expectations:
  • Active participation in treatment planning
  • Follow the rules in the foster home
  • Respect the foster parents and staff
  • Participate in daily activities such as school or extra curricular activities Comply with medication prescribed by physician
  • Communicate with CFS staff regularly
  • Participate in individual and family therapy as needed
  • Not actively using alcohol or drugs while in the program

Therapeutic Foster Homes Foster Parenting

Service Description:

The Therapeutic Foster Home program provides an intensive system of support, sanctuary, skills training, counseling and clinical services to school-age children and teenagers who are unable to live with their natural families.

The duration of placement in the program depends on the severity of the youth’s problems and the availability of permanent placement. The average placement is between three months and two years.

Foster Parents
Therapeutic foster parents are individuals with both the desire and ability to take a youth with special needs into their home. They are stable adults who will be able to provide the youth with love and support in a healthy family environment. The foster parents become an integral part of the overall treatment team in planning and providing for services to the youth. They are willing to participate in training and accept guidance and support in providing care to a youth.

Eligibility:

Our extensive screening process for foster parents includes, but is not limited to: background checks, assessments of the home in terms of the youth’s comfort and safety, and interviews with prospective parents. We will also ask for information on the parents’ health conditions and status of their finances.

Preferably the families consist of two parents, one of which is not working, with no more than two children in the home.

Expectations:
  • Attend 30 hours of pre-service training
  • Willingness and ability to attend monthly trainings
  • Desire to help youth who have emotional and behavioral problems
  • Ability to provide a stable and nurturing environment
  • Ability to attend and advocate for the youth at various team/school meetings
  • Ability to adapt parenting skills to align with program goals
  • Ability to be flexible in meeting youth needs
  • Ability to complete weekly paperwork
